How to Check Whether a University or Programme Is on Kuwait's Merit Lists.
In This Blog:
Introduction
A practical guide to the NBAQ platform, the difference between a Merit University and a Merit Program, and the checks for degree level, campus, study mode, notes, enrolment restrictions and Cultural Office approval.
Why an approved university name is not enough
Recommended, Merit University and Merit Program are not interchangeable terms.
The most common mistake is treating the university name as the final answer. A safe decision requires the exact offer to match the classification, programme, degree, location and study mode.
Four layers to separate
1. Recommended university or programme: study is included in NBAQ's general lists, subject to the current details and conditions.
2. Merit University: the institution carries the Merit University label on the platform.
3. Merit Program: the exact programme or subject carries the Merit Program label, even when the institution is not classified as a Merit University.
4. Eligibility for the Merit Scholarships Plan: this does not come from one label alone. It requires certified final academic admission matching a distinguished institution or programme and compliance with all other MOHE conditions.
How to read the labels
What the platform shows | What it means | What still needs checking |
|---|---|---|
Merit University | The institution carries the Merit University label in the search result. | The exact programme, degree, campus, study mode and notes. Do not assume every offer from the institution automatically qualifies. |
Merit Program | The specified major or programme carries the Merit Program label. | The offer must match that exact programme rather than a similar title, at the matching degree, campus and study mode. |
Recommended university with no merit label | Study at the institution may be recommended under the general lists. | That does not automatically make it a Merit University. If the Merit Scholarships Plan is the goal, check for an exact Merit Program. |
All Majors or Colleges | This field may help when the major does not appear in a direct search. | Open the university record and read notes, exclusions and degree levels; the wording does not override other conditions. |
X sign | The programme is no longer included in NBAQ's official lists. | Do not rely on an old screenshot or offer. Check the current decision and the Cultural Office before making a financial commitment. |
Does Merit University mean every programme is automatically a merit programme?
Do not use it that way. Open the institution's record and match the programme, speciality, degree level and notes. An institutional label does not remove the requirement for the exact programme to be recommended and to match the offer. One university may contain different programme and degree statuses.
Can a Merit Program sit inside a university that is not labelled Merit University?
Yes. NBAQ separates the two filters and displays institutions without the Merit University label that contain specific Merit Programs. In that situation, the exact programme is the basis of the check; the label cannot be extended to every course at the institution.
How to search NBAQ correctly, step by step
Use the platform as a matching process, not a quick list of names.
The goal is to create a reviewable result connecting the country, university, programme, speciality, degree and study mode to the student's actual offer.
Collect the exact offer data first
1. The university's full legal name, not an abbreviation or marketing name.
2. The campus or branch, city and country.
3. The official programme title that will appear on the offer letter.
4. The main subject and speciality, if applicable.
5. The degree level, including Honours or Ordinary where relevant.
6. The study mode: regular, in-person and full-time, including any online or hybrid components.
7. The start term and entry route, including Foundation, International Year One or transfer entry.
The ten-step platform check
1. Read and accept the terms and conditions; they govern how the results should be interpreted.
2. Start with Search by university, choose the country and enter the institution's official name.
3. Select Bachelor so postgraduate results do not distort the check.
4. Apply the Merit University filter when testing the institution's classification, and record the result.
5. Repeat with the Merit Program filter and the subject. Do not stop at the first result.
6. If the subject does not appear, use Search by major and open the university name in the results to see programme details.
7. Use All Majors or Colleges when the platform directs you to it, then open the institution record rather than relying on the result row.
8. Inside the record, match the major, speciality, degree level, Merit Program label and associated notes.
9. Review linked decisions or updates and note the X sign, which means the programme is no longer listed.
10. Save the dated result, then send the full offer details to the relevant Cultural Office to check approval, enrolment restrictions and certification.
UK warning: the programme title may not be enough
NBAQ states that UK subjects are organised using the HESA coding system. Students should obtain the programme's academic code, or the equivalent official HECoS, CAH or JACS code, from the university. A commercial course title may not appear word for word, so the code is used to identify the subject category and check the listing.
Do not rename a subject yourself to force a match. Ask the university for the official title and code, then request Cultural Office confirmation when a title differs or the programme is interdisciplinary.
Best practice: search in both directions
Search once by university to see everything listed under the institution, then once by major to see where the programme appears. If the results do not align, do not choose the more convenient interpretation; review the detailed record, current decision and Cultural Office guidance.
Checklist before requesting admission
Every item can affect whether the offer can be used or certified.
Use this checklist with the counsellor, university and Cultural Office. The goal is a complete match between the offer and the current official listing, not a similarity between names.
1) Institution, campus and branch
Confirm that the offer comes from the exact institution and relevant campus or branch. Approval of a parent university does not automatically extend to an international branch, local partner, affiliated college or separate teaching centre.
2) Programme and speciality
Match the official title as closely as possible and inspect the academic classification. Broad labels such as Business, Computer Science and Engineering may contain different programmes, while joint or interdisciplinary awards may require a specific classification or decision.
3) Degree level
A programme listed for master's or doctoral study is not automatically listed for bachelor's study. Bachelor Honours and Ordinary degrees may also be affected by country-specific decisions. The current Merit Scholarships Plan is for the first university degree, so postgraduate listings do not prove eligibility.
4) Study mode and attendance
NBAQ requires traditional education and regular attendance during the academic week. It also warns against continuing-education, evening and part-time programmes even when the university is recommended. Online, distance, part-time, executive or hybrid structures require explicit checking.
5) Programme maturity and current status
NBAQ's terms state that a programme should have completed the prescribed degree period by graduating its first cohort. A new programme inside an old university is not automatically eligible. Check for the X sign and any update or suspension.
6) Notes and ministerial decisions
Read the notes under the programme. They may limit the degree, subject or programme type and may link to a ministerial decision. Retain the decision number or link with the student's file.
7) Enrolment restrictions
NBAQ directs students to the relevant Cultural Office for restrictions caused by over-enrolment at universities and English-language institutes. A university's appearance in search does not prove that a new student can be approved at that time.
8) Cultural Office approval and certification
Cultural Office approval is required before enrolling in a listed programme. For the Merit Scholarships Plan, the student needs certified final academic admission. Check this before paying a non-refundable deposit, not only after the offer is issued.
9) Offer-letter match
Check the student's name, institution, campus, programme, degree, start date, study mode and remaining conditions. If the offer uses a marketing title, ask for an official letter stating the academic title, code and classification.
Direct answers to the main points of confusion before admission and payment.
A. Recommendation and merit status
Is a recommended university the same as a Merit University?
No. A recommended institution may be valid under the general lists, while a Merit University carries a separate label. The programme, degree and notes still need checking.
Is a Top 100 or highly ranked university automatically eligible?
No. Rankings may inform official criteria, but they do not replace the current NBAQ list, ministerial decision or Cultural Office approval.
If the university is a Merit University, do all of its programmes qualify?
Do not assume so. Open the institution record and match the programme, speciality, degree and study mode. One institution may contain different statuses.
Can my subject be a Merit Program at a university that is not a Merit University?
Yes. NBAQ has a separate Merit Program filter. In that case, the status belongs to the matching programme, not the entire university.
The university says it is accredited. Is that enough for Kuwait?
No. Home-country accreditation matters, but Kuwait recognition and merit status must be checked through NBAQ, MOHE and the Cultural Office.
Is a university scholarship the same as the Merit Scholarships Plan?
No. A university scholarship is an award or fee reduction from the institution. Kuwait's Merit Scholarships Plan is an official MOHE pathway with separate conditions and a government decision.
B. Matching the programme and offer
What if my exact course title does not appear?
Search by subject, open the university record and try the broader category or All Majors when directed. Ask for the official academic title and code—especially in the UK—then obtain official confirmation.
Can a small difference in programme title matter?
It may be a harmless marketing difference or a genuinely different award. Use the programme specification, code and Cultural Office confirmation rather than guessing.
Are double majors, Joint Honours and interdisciplinary programmes accepted?
Not automatically. Combined and interdisciplinary awards may be subject to specific criteria and decisions. Check the full combination, not one component.
Does Foundation or International Year One carry merit status?
Do not assume the preparatory route has the same status as the final academic degree. The Merit Scholarships guide requires certified final academic admission, so the offer structure should be checked officially.
Does transfer entry or advanced standing change the answer?
It can, because credit recognition, programme duration, entry route and the new offer may need review. Obtain an official assessment before relying on the offer.
Does an international branch share the parent university's status?
Not necessarily. The branch, location and degree-delivery arrangement should be listed or officially confirmed, especially when teaching is delivered through a partner.
Do bachelor's and master's listings carry the same status?
No. Degree levels are shown separately, and the current Merit Scholarships Plan is for bachelor's study. A master's listing is not evidence for an undergraduate application.
What about Bachelor Honours and Bachelor Ordinary?
Check the country-specific decision. NBAQ links to decisions for the UK and Ireland; do not assume the two awards are interchangeable.
C. Study mode and changing decisions
Are online, hybrid or distance programmes accepted?
Do not assume so. NBAQ's published terms require traditional education and regular attendance. Any non-campus component needs explicit approval.
Is an evening or part-time programme acceptable at a recommended university?
NBAQ explicitly warns against continuing-education and evening programmes offered to students who are not fully devoted to study, even at a recommended institution.
What does the X sign mean?
It means the programme is no longer included in NBAQ's official lists. Stop relying on old information and check with the responsible authority.
Are merit lists fixed for the whole year?
No. NBAQ says the lists are updated from time to time. Recheck before applying, before paying, when final admission is issued and before certification.
Is an old screenshot proof of current listing?
No. Keep it as a reference only. Official processing depends on the current result and decision.
What are enrolment restrictions?
They are capacity or over-enrolment restrictions that may affect approval at a university or language institute. NBAQ directs students to the relevant Cultural Office for the current position.
If the university appears in the list, must the Cultural Office certify my offer?
Do not treat the listing as a guarantee detached from the offer details. The office reviews the programme, degree, branch, decisions and restrictions in the current context.
D. Payment, communication and evidence
Should I pay an application fee before checking?
If it is non-refundable, check first. At minimum, distinguish a small application fee from a large deposit and read the refund policy.
The university says the programme is approved for Kuwait. Can I rely on that?
No. Ask for the source, then verify independently through NBAQ and the Cultural Office. The university does not issue Kuwait's scholarship decision.
What should I send the Cultural Office for a precise answer?
Send the full institution and campus name, official programme title, degree, study mode, start date, course link, offer letter and academic code. Ask specifically about recommendation, merit status, enrolment restrictions and certification.
Is a phone call or WhatsApp message enough?
Use the authority's official channel and request a reference number or written confirmation. A call helps understanding, but a retrievable record reduces ambiguity.
What if I have already paid and then discover a problem?
Pause further payments, review the refund policy immediately, ask the university about deferral or correction, and provide the full file to the Cultural Office and MOHE before study begins.
Can Acceptix guarantee MOHE approval?
No. Acceptix can review choices, prepare the university application and file, and support communication and follow-up. Classification, certification and the scholarship decision remain with the official authorities.
How Acceptix helps before you choose
We turn a search result into a reviewable university-admission decision.
Acceptix organises the university choice, admission and supporting file around the student's goal and the official requirements, while keeping government decisions clearly separate from our service.
What we review with you
1. We compare countries, universities and programmes around your academic goal and scholarship route, not the university name alone.
2. We match the official programme title, degree, campus and study mode against the available listings and notes.
3. We contact the university for a programme specification, code or clarification when the course title is unclear.
4. We prepare and follow up the university application so the offer letter contains the correct information.
5. We organise the evidence and questions to submit to the Cultural Office and MOHE and guide the student through the process.
6. We flag payment deadlines and refund terms before commitment whenever possible.
Service boundaries
Acceptix does not classify a university or programme as merit, remove enrolment restrictions, guarantee offer certification or decide the scholarship. Those powers remain with NBAQ, MOHE, the Cultural Office and other official authorities. Our role is to help you enter the process with a clear, reviewed university offer and file rather than assumptions.
Before you pay or start your university application, contact Acceptix. We review the institution, programme, campus and degree and prepare the correct admission route before a detail delays your plan.
