Being accepted into a Kuwait Ministry of Higher Education scholarship does not mean that every part of the student file is complete. One of the first post-result procedures is the financial and academic undertaking, an official step connected to the student’s scholarship major, destination country, and obligations throughout the study period.
For students accepted under the 2026/2027 scholarship plan, MOHE sends an official text message showing the destination country, accepted major, electronic registration link, and completion deadline. The student opens the official link, verifies their identity through Kuwait Mobile ID (Hawayti), and completes the undertaking inside the system without visiting the Ministry, unless a problem appears or MOHE issues additional instructions.
Key deadline
The undertaking procedure must be completed within 60 days from the announcement of scholarship results. Failure to complete the registration procedures within the deadline may result in cancellation of the scholarship, so students should not wait until the final days.
| What is the financial and academic undertaking, and why should students read it before approval?
The undertaking is an official acceptance of scholarship obligations, not simply an online link that must be opened to complete the file
The financial and academic undertaking is the student’s formal agreement to comply with the academic, financial, and administrative rules of the scholarship. The text message links the procedure to the student’s own scholarship file and may display information such as the scholarship plan, academic year, destination country, and accepted major.
Students should read the full undertaking before approving it because its effect continues beyond registration. The commitments apply from university admission through graduation and include academic attendance, compliance with the scholarship major and destination, academic performance, and adherence to the rules of MOHE, the university, the cultural office, and the study destination.
Under the scholarship regulations, the student and legal guardian sign the undertaking relating to the academic and financial terms of the scholarship within the required period. The current text message directs the student to the electronic system, and the family should follow any additional guardian instructions that appear in the system or are sent officially by MOHE.
Is the undertaking the same as the financial guarantee?
No. The undertaking is the student and guardian’s acceptance of scholarship responsibilities. The financial guarantee is an official letter confirming the sponsor’s financial coverage and may be sent to the university or another relevant authority. Completing the undertaking does not automatically mean the financial guarantee has been issued
How is the undertaking verified for the 2026/2027 scholarship year?
MOHE sends a text message, the student opens the official link, and identity is verified through Kuwait Mobile ID before the undertaking is completed.

The new process is electronic and begins with the official text message sent to the mobile number registered in the student’s file. The message contains scholarship details and a link to the Ministry’s electronic registration system.
1. Monitor the mobile number registered with the Kuwait Ministry of Higher Education.
2. Receive an official text message from MOHE showing the scholarship plan, destination country, accepted major, and deadline.
3. Open the official link in the message and confirm that the domain belongs to MOHE, such as reg2.mohe.edu.kw.
4. Enter the civil ID or other information requested by the electronic registration system.
5. The system sends an authentication request to Kuwait Mobile ID (Hawayti).
6. Open Hawayti and approve the authentication request that you personally initiated.
7. Return to the electronic system after identity verification and review the scholarship details and full undertaking text.
8. Complete the approval steps and keep the success notification or reference number if one is shown.
The official message states that the procedure can be completed without visiting the Ministry. However, if the details are incorrect, the authentication request does not arrive, or access fails, the student should contact the official authority rather than approving incorrect information or waiting until the deadline is close.
Protect your information
Do not open a link from an unknown sender or use a link forwarded by another student. Never share verification codes or Hawayti credentials, and never approve an authentication request that you did not initiate.
What obligations are the student and guardian accepting?
pproval covers the academic, financial, legal, and administrative responsibilities of the scholarship from admission through graduation.
The undertaking is not limited to one document. It confirms that the student understands the responsibilities that apply throughout the scholarship journey. These responsibilities can be grouped into four main areas:
Academic obligations
· Attend and progress through the study program seriously.
· Follow the approved study plan, academic load, and scholarship duration.
· Maintain the required academic standing and respond promptly to academic warnings.
· Provide the cultural office or relevant authority with study plans, results, and requested documents.
· Do not suspend or interrupt study without an accepted reason and official approval.
· Remain fully committed to study and follow the rules for any training related to the major.
Commitment to the major, university, and destination
· The scholarship result identifies a specific major and destination country, and the student is expected to follow both.
· The university or educational institution must be approved through the official process.
· The student must not independently change the major, university, institution, or destination country.
· Any change requires an official request, supporting documents, fulfilment of the applicable conditions, and approval before implementation.
Conduct and legal obligations
· Comply with the laws of the study destination and immigration and residency rules.
· Follow the regulations of the university, cultural office, and Kuwait Ministry of Higher Education.
· Maintain good conduct and protect the reputation of the State of Kuwait.
· Keep telephone, email, and address information updated and remain in contact with official authorities.
· Notify the cultural office in situations that require reporting, including interruptions or travel away from the study location under the applicable instructions.
Financial responsibilities and consequences
· Some violations or academic warnings may lead to a written warning, deduction or suspension of certain allowances, scholarship suspension, or scholarship termination depending on the case.
· Withdrawal or dismissal may create a financial liability depending on the reason, the scholarship regulations, and the official decision.
· The current regulations provide for recovery of 50% of the amounts paid in specified cases, while also allowing debt review, reduction, or exemption when the relevant conditions are met.
· The student must settle personal, financial, and legal obligations with the university, accommodation provider, and relevant authorities upon graduation, withdrawal, or relocation.
Important
Failure, withdrawal, or dismissal does not automatically produce the same financial outcome in every case. Each file is handled according to the reason, regulations, and official decision. Students should not withdraw or make a major change before consulting MOHE.
What should students review before approval, and what if the link does not arrive?
Check the scholarship details, make sure Hawayti works, and do not approve incorrect information on the assumption that it can be corrected later.
Before selecting approval, students should carefully review:
· Full name and civil ID.
· Scholarship plan and academic year.
· Accepted major.
· Destination country.
· Student and guardian information if displayed.
· Registered mobile number and contact details.
· The complete undertaking text and all obligations shown in the system.
If the major, destination country, or personal details are incorrect, do not complete the approval before contacting MOHE. Hawayti verification confirms the identity of the person approving the request, so the information shown must be checked before confirmation.
If the text message does not arrive
· Confirm that the mobile number registered in the file is correct.
· Check blocked or filtered text messages.
· Monitor official MOHE announcements and notifications.
· Do not use a link forwarded by another student.
· Contact MOHE early instead of waiting until the end of the 60-day period.
If the link opens but the Hawayti request does not arrive
· Make sure Kuwait Mobile ID is updated and activated.
· Check the civil ID entered in the system.
· Confirm that the phone has an internet connection.
· Wait for the previous authentication request period to end, then try again.
· Avoid sending many repeated requests within a short time.
· Contact official technical support or MOHE if the issue continues.
After successful verification, keep the success notification or reference number if available and continue monitoring messages and the electronic system. The undertaking is one post-acceptance step, not the end of the process. University admission, admission certification, the financial guarantee, cultural office procedures, visa, and accommodation steps follow.
How does Acceptix support students after undertaking approval?
We organize the post-acceptance file and prepare the university admission and documents needed for the next stages.
Acceptix does not approve the undertaking on behalf of the student or guardian, replace the Kuwait Ministry of Higher Education, or provide a binding legal interpretation of the undertaking. Our role is to organize the academic and practical side of the student journey after the scholarship result, based on the major and destination stated in the scholarship.
· Review the scholarship major and destination country.
· Follow the university admission status and identify suitable university options within the approved destination.
· Explain the difference between conditional and final or unconditional admission.
· Organize the passport, certificates, transcripts, and university application documents.
· Review IELTS or TOEFL requirements for the university and major.
· Explain the difference between the financial and academic undertaking and the financial guarantee.
· Prepare the student for admission certification and the financial guarantee stage.
· Support visa, accommodation, and pre-travel planning.
· Identify the questions that should be directed to MOHE or the cultural office before any decision is made.
