Introduction

A guide to conditional and unconditional admission, scholarship paths and Qubool checks before submitting an overseas scholarship application

University admission and the Saudi scholarship decision

Receiving an offer letter does not mean that scholarship approval has been issued. A university decides whether a student is academically eligible for its programme. The Saudi Ministry of Education assesses whether the application meets the rules of the Custodian of the Two Holy Mosques Scholarship Program. Students should separate four stages: the university offer, path eligibility, official submission, and nomination followed by the scholarship decision.

Four approvals that do not mean the same thing

1.  University admission: the institution offers a place on a named programme; the offer may be conditional or unconditional.

2.  Path eligibility: the university, major, degree, and study mode match Al-Ruwad, Imdad, Research and Development, or the relevant Wa'ed opportunity.

3.  Complete submission: the student enters the required information and tests through the correct official channel and remains responsible for every declaration.

4.  Scholarship decision: the Ministry's outcome after review, selection, seat availability, and anti-overcrowding controls; it does not arise automatically from a university offer.

Qubool or Safeer?

The Ministry's current scholarship service directs new applicants to Qubool, where they sign in through Nafath or the Ministry's unified login, check personal data, enter contact and test information, start the application, and track it online.

Safeer currently displays a notice that new applications for the general paths have moved to Qubool. Safeer continues to support previous applications and identified exceptions, including certain Wa'ed and health-agreement opportunities. The correct channel must therefore be checked for the specific opportunity rather than assumed.

Does any recognised university qualify?

No. A global ranking or general classification is not enough. The institution, major, and degree must appear for the selected scholarship path at the time of application. A university can be available under one path but not another, or only for specified fields and levels.

The general conditions also require full-time study and residence in the scholarship country, with the study mode permitted by the path. Students should check the named campus and country and must not assume that an overseas branch, partner college, or joint programme carries the status of the main university.

Reading conditional and unconditional offer letters

The label at the top matters, but the details inside the letter matter more. An offer may be marked conditional or unconditional, while some institutions use terms such as provisional, interim, firm or final. The remaining requirements, issuing office, programme, degree, campus and start date must all be read before deciding whether the offer can support a Saudi scholarship application.

Term

What it means

Is it enough for scholarship submission?

Conditional offer

The university has offered a place but one or more language, academic, documentary or graduation conditions remain.

Not the standard rule for the core paths, except where an official exception or a specific programme permits it.

Unconditional offer

The university has confirmed that the main academic and language admission conditions have been satisfied.

Usually required, but the path, university, major, campus and all other controls must still match.

Provisional or interim offer

A temporary offer awaiting final results, documents or a later university decision.

Do not treat it as final admission until the university issues complete written confirmation.

Final direct admission

Final admission issued by the university's admissions and registration office for the named programme.

This is closest to the official requirement, provided every field in the offer matches the selected path.

Language-school offer

An offer from a language institute or a centre separate from the academic degree.

It does not automatically equal direct admission to the degree, particularly in English-speaking countries.

What conditions can appear in a conditional offer?

1.  Language condition: an IELTS, TOEFL or other test result at a specified score.

2.  Academic condition: final grades, a required GPA, prerequisite subjects or completion of earlier study.

3.  Graduation condition: the final certificate or complete transcript must be issued.

4.  Document or verification condition: passport, official certificate, translation, reference or qualification verification.

5.  Preparatory-route condition: completion of a foundation, pre-master's or pathway programme before the degree.

6.  Administrative or financial condition: accepting the offer, paying a deposit or completing a form. This may not be an academic condition, but its deadline and effect still matter.

Do not reduce “conditional” to IELTS. A student may meet the English requirement while the offer remains conditional on graduation, final grades or an unverified document. Ask the university to list every condition and the exact process for issuing an updated final offer.

The official language-condition exception

For Al-Ruwad, Imdad and Research and Development, the official conditions allow admission to remain conditional on studying the national language when the destination country is not English-speaking. This is a defined exception, not a general approval for every language condition in every destination.

For English-speaking destinations such as the United Kingdom and United States, the programme's official FAQs state that an English-language year is not included. Students should distinguish direct degree admission with the language requirement already met from a language-school offer or a degree offer still awaiting IELTS.

Can a foundation year qualify?

It is inaccurate to reject every foundation year, and equally inaccurate to approve every pathway. Additional conditions applying from academic year 2025–2026 set a minimum 90% secondary-school average and IELTS 5.5 or equivalent for bachelor's applicants entering a preparatory year. The preparatory year must still connect to the eligible university, degree and path, and the offer must meet the relevant list and study-mode rules. An independent provider or language-centre offer is not automatically direct university admission.

Who must issue the offer?

The core-path rules state that admission must be issued by the admissions and registration office of a listed university. The letter should name the institution, programme, degree, campus, start date and admission status and should be verifiable with the university. A message from an agent, language school or pathway provider can support the admissions process but is not a substitute for the required official letter.

How the scholarship path changes the required offer

The same offer letter may suit one path but not another. This section is not a full guide to the Custodian Scholarship paths. It explains only how the selected path changes the admission requirement. Before asking a university to convert a conditional offer, identify the intended path because each one covers different institutions, majors and degrees, while Wa'ed conditions vary by opportunity.

Path

Level and scope

Admission requirement relevant to this guide

Al-Ruwad (Pioneers)

Bachelor's and master's; institutions on the programme's top-30 list, with all fields supported subject to the current list.

Final, direct and unconditional admission from a listed institution, subject to the official non-English-language-country exception.

Imdad

Bachelor's and master's; listed institutions and selected fields linked to labour-market needs.

Final, direct and unconditional admission to the institution and major listed for the path, subject to the official language exception.

Research and Development

Doctoral study at institutions listed for the path.

Final, direct and unconditional doctoral admission from a listed institution, subject to the official language exception.

Wa'ed

Scholarship and training opportunities tied to promising sectors, projects and participating organisations.

Do not apply one rule to every Wa'ed opportunity; check the specific programme, nominating body, tests, dates and application channel.

What changes when the offer is assessed?

1      Offer status: the core paths require final, direct and unconditional admission, subject to the defined official language exception.

2      Issuing authority: the letter must come from the university's admissions and registration office, not only an institute or intermediary.

3   Institution, major and degree: all three must match the path list and application year, even when the university is globally ranked.

4   Campus and study mode: the offer must support regular full-time study and residence in the scholarship country as permitted by the path.

5   Timing: the start date must allow enough time to remove conditions and complete submission, the decision and visa steps.

6   Selection: a complete offer does not remove seat limits, selection or anti-overcrowding controls.

Special cases that change how the offer is read

1  Non-English-speaking destinations: a national-language study condition may be permitted under the path rules.

2   China: additional thresholds apply to applicants whose offers are conditional on language only, with different rules for bachelor's and master's applicants.

3  Germany: the additional conditions identify A2 German-language proficiency.

4 Bachelor's preparatory year: 90% in secondary school and IELTS 5.5 or equivalent, in addition to all other controls.

5 Wa'ed: an opportunity may set its own GPA, aptitude, achievement-test, English and partner-selection conditions.

6 Additional major or minor: the policy permits defined cases subject to controls and a limited extension; it does not automatically approve every double-major offer.

How many offers can be submitted?

The current application policy permits up to three offers. One application is selected based on the results of selection and available seats, with the student's preference considered where possible. The goal is therefore not to collect the largest number of letters, but to build distinct and properly checked options across path, institution and major.

Offer-letter checklist before applying through Qubool

Review the letter as a scholarship document, not only as good news from a university. This checklist helps students and parents identify problems before paying a non-refundable fee or approaching the programme start date. Save every letter, clarification and update, and record the date on which the official path lists were checked.

1      Student identity: the name matches the passport without errors that could prevent verification.

2   University: the institution's legal name matches the current list for the path.

3   Campus and country: the offer is for the permitted campus and destination, not an unlisted branch or partner.

4   Issuing office: the offer comes from the university's official admissions and registration office and can be verified.

5   Programme: the formal programme, major and concentration match the path entry, not merely a similar marketing title.

6   Degree: bachelor's, master's or doctorate as supported by the path.

7   Admission status: final, direct and unconditional where required, with every remaining note understood.

8   Study mode: on-campus, regular and full-time as required, not online, distance or part-time unless the specific programme expressly permits it.

9   Start date: clear, valid and late enough to complete nomination, the decision and visa steps.

10 Programme duration: stated or verifiable, without conflict between the offer and programme specification.

11 Foundation or pathway: shown in the offer, connected to the degree and university, and compliant with any additional conditions.

12 Language condition: both the university score and the effect on path eligibility are understood; a university may require more than a general threshold.

13 Path evidence: keep a current record showing the institution, major and degree when the application is submitted.

14 Fees and deposits: check the refund policy because payment or admission does not guarantee scholarship approval.

15 Alternative plan: prepare more than one carefully selected option in case an offer update is delayed or a place becomes unavailable.

Four points at which the checks should be repeated

1      Before applying to the university, to confirm that the institution, major and level can support an available path.

2   When the conditional offer arrives, to identify every condition and the time needed for a final letter.

3   Before paying a non-refundable deposit, to recheck the campus, path, list and start date.

4   Immediately before official submission, to recheck the live lists, offer status, correct platform and any new update.

Admission status and offer conditions

Is a conditional offer accepted for the Custodian Scholarship Program? The standard rule for Al-Ruwad, Imdad and Research and Development is final, direct and unconditional admission. An official exception exists when a non-English-speaking destination requires study of its national language, while special programmes must be checked individually.

Is IELTS the only type of offer condition?

No. A condition may concern language, final grades, graduation, transcripts, verification documents or completion of a preparatory route.

Does meeting the English score automatically make the offer unconditional?

Not always. Every condition must be satisfied and evidenced, after which the university must issue an updated letter confirming the final status.

Does an unconditional offer guarantee scholarship approval?

No. The path, list, programme, degree, campus and study mode must still match, and selection, available seats and anti-overcrowding controls may apply.

What is the difference between final and unconditional?

Unconditional normally means the main admission conditions have been met; final describes the university's completed decision. Ideally the letter should make both points clear and confirm direct admission to the named programme.

Is a provisional offer final admission?

Do not assume so. A provisional offer normally awaits a result, document or later decision. Obtain complete written confirmation before relying on it.

Does paying a deposit remove the conditions?

No. A deposit is a financial or seat-confirmation step. It does not remove language, grade or graduation conditions unless the university issues an official update.

Can an email replace an official offer letter?

Obtain a verifiable official letter that identifies the student, programme, degree, campus, start date and status. An email may clarify a point but may not replace the required formal document.

Paths and application platforms

Should I apply through Qubool or Safeer?

Qubool currently receives new applications for the general paths. Safeer continues to support previous requests and specified exceptions, including certain Wa'ed and health-agreement opportunities.

Does Al-Ruwad include all majors?

The official path page states that all fields are supported, but the institution must appear on the path list and the degree and other conditions must match.

Does Imdad accept every major at a listed university?

No. Imdad is built around listed institutions and selected fields linked to labour-market needs; the institution, major and degree must all match.

Is Research and Development available for bachelor's study?

No. Its current conditions require doctoral admission from an institution listed for that path.

Are Wa'ed conditions the same for every opportunity?

No. Wa'ed programmes are linked to different organisations and sectors and can have different GPA, test, language, deadline and application-channel rules.

Can I submit more than one offer?

The current policy permits up to three offers. One request is selected according to selection results and available seats, with preference considered where possible.

Does submitting the application reserve a scholarship seat?

No. Submission does not create a Ministry obligation to guarantee funding or a place at any stage.

Are aptitude and achievement tests required for every path?

Do not apply one rule to every opportunity. General FAQs state that the core paths do not require them, while individual Wa'ed programmes can set their own scores.

University, major and study format

Does any recognised university qualify?

No. The institution, major and degree must appear under the selected path at the time of application and satisfy all other controls.

What if the university is listed but the major is not?

Do not rely on the institution name alone. Find the exact field and degree on the path list or consider another eligible path or option.

Does an overseas branch have the same status as the main university?

Not automatically. Check the campus, country and branch named in both the list and the offer.

Is online or distance study eligible?

The general conditions require full-time study and residence in the scholarship country, while each path sets its study mode. Do not assume that online, distance or part-time study is accepted without express wording.

Can a foundation year qualify?

It may be possible when the preparatory-year conditions are met and the route is tied to the eligible university, degree and path. An independent provider offer is not automatically direct degree admission.

Is an English-language year funded in the UK or US?

The official FAQs state that the programme does not include an English-language year in English-speaking destinations, so language preparation should start early.

Is a language-school offer enough?

It does not automatically equal final admission to the degree. The official exception concerns the national language of a non-English-speaking destination under the relevant path.

Are executive programmes accepted?

Recent official programme conditions permit executive programmes in defined cases, while older service wording differs. Check the current path and the application platform before committing.

Timing, documents and Acceptix support

Should I start studying before the scholarship decision?

This is high risk. The Ministry does not accept responsibility for study begun before the decision, file opening at the cultural mission and completion of the required procedures.

Does the offer letter replace the final qualification certificate?

No. A graduation or expected-graduation statement may be accepted provisionally in some processes, but final nomination requires the previous qualification and any required equivalency.

What if the programme start date is close?

Ask the university about deferral to an intake that allows enough time for language, submission, the decision and visa procedures. Do not assume the scholarship process will finish before the date.

Can I convert a conditional offer into an unconditional offer?

Yes, after every condition has been met. Submit the required evidence through the university's stated process and follow up until a revised letter is issued.

How does Acceptix help with university admission?

We compare institutions, majors and paths, submit university applications, track conditions, review the offer letter, and organise the language and document plan before official scholarship submission.

Can Acceptix submit the official scholarship application for me?

The student must access the official platform, confirm the data and accept the declarations personally. We can prepare and review the admission information and documents, but the official submission remains the student's responsibility.

Does Acceptix guarantee the scholarship decision?

No university-admission provider can guarantee the Ministry's decision. Our role is to reduce avoidable mistakes in the university, programme, offer and preparation plan.

When should I start my university application?

Start early because university admission, IELTS, offer updates and documentation take time, and places in universities and competitive majors can fill before scholarship procedures are complete.
