Introduction
A complete and simple guide for Kuwaiti students and parents covering Merit Scholarship eligibility, university selection, final admission, documents, online registration and the steps after the result.
Kuwait Merit Scholarship 2026 2027 University Admission and Application Guide Step by Step
Applying for the Merit Scholarship starts before opening the scholarship application. You first choose a university and major that match the official lists, apply to the university, and meet every condition until it issues final academic admission that the relevant Cultural Office can certify. You then upload the scholarship application and documents through the Ministry of Higher Education system. University admission and scholarship acceptance are separate decisions. The university decides whether you meet its programme requirements. The Ministry checks your eligibility and whether the admission meets the Merit Scholarship rules. A school percentage, a famous university name or a university offer is not enough on its own. Registration for the 2026 2027 academic year opened on 14 June 2026. The Ministry announced that Merit Scholarship applications remain open until 24 February 2027. Do not wait until the final days because obtaining and certifying final admission can take time.
Who can apply for the Merit Scholarship
Check your eligibility before applying to universities
Start here so you do not spend time obtaining admission that cannot be used. The conditions cover nationality, age, school certificate, percentage, previous study funding and government employment. Some details also depend on the school system you completed.
Basic student conditions
· You must be a Kuwaiti citizen.
· You must be between 16 and 23 years old when applying.
· You must hold a secondary school certificate and must not already hold a bachelor's degree.
· You must not be employed by a government entity.
· You cannot hold the scholarship and another study grant at the same time.
· You must not have had an overseas scholarship or grant end through dismissal or withdrawal after joining in the destination country.
· If you previously received a Kuwait-based scholarship or bachelor's grant, you are not eligible unless the amount spent on you is recovered through the official process.
Required school percentage
The 2026 2027 guide sets a 90 percent minimum for all majors, whether or not the major appears in the Annual Scholarship Plan. Medicine, dentistry and pharmacy are the exception and require at least 95 percent. These are Ministry thresholds. A university may require a higher percentage or particular school subjects.
If your result is below the relevant threshold, university admission does not remove the percentage rule. If your result is 90 or 95 percent, you can continue preparing the file, but neither university admission nor the scholarship is guaranteed.
School certificate validity
The secondary school certificate must be no more than two academic years old. For 2026 2027, the guide identifies 2024 2025 and 2025 2026 certificates. Kuwait's Unified Secondary Certificate is accepted for both the science and arts tracks or their equivalents.
Private or foreign school certificates
Graduates of foreign school systems inside or outside Kuwait need an equivalency letter from the Private Education Department at the Ministry of Education. This document confirms the level of the certificate and whether it is classified as science or arts.
IGCSE AS Level and A Level
· You need at least eight subjects, including two or more at AS Level or A Level, with the remainder at IGCSE level.
· The subjects must fall within the period stated in the guide, and the overall period cannot exceed 36 months.
· Grade C or above is counted. The guide permits only one grade D among the eight subjects, subject to university requirements.
· Science classification is reviewed against mathematics, physics, chemistry and biology. Students who do not meet the required science-subject combination are classified under arts.
· Arabic, Islamic Education and Quran courses from the Ministry of Education curriculum do not count among the eight academic subjects. A non-academic subject counts only when the school officially confirms that it is academic.
American Diploma IB Diploma and Saudi certificate
For science classification under the American Diploma, the guide requires successful study of biology, chemistry, physics, Algebra II, and calculus or pre-calculus across two regular semesters rather than an intensive term.
For the IB Diploma, the student must complete 12 years of schooling, present the final diploma, pass at least six subjects including three at Higher Level, include mathematics and English, and complete Theory of Knowledge and the Extended Essay. Science classification also requires two subjects from chemistry, biology or physics plus mathematics.
A Saudi secondary certificate holder provides a study sequence from Grade 10 through Grade 12. Under every system, the university can still require specific subjects and grades.
Is Kuwait's academic aptitude test a general Merit Scholarship condition
No. The Merit Scholarship guide does not list it as a general registration condition. A university may still require its own admission test, interview or portfolio.
Can an arts-track student apply
Yes. The university must accept that school background, and the major and degree must match the official lists.
Can I apply three years after graduation?
Not under the 2026 2027 guide because the accepted certificate cannot be more than two academic years old.
How to choose the right university and major
The university name alone is not enough Before applying to a university, check the country, institution, campus, major, degree, study mode and official notes. This prevents the common problem of obtaining a valid university offer that does not qualify for the Merit Scholarship.
Start with the National Bureau platform
The National Bureau for Academic Accreditation and Education Quality Assurance determines the overseas institutions recommended for study. Open its official search platform, accept the terms and search by country, major and degree.
Step 1 Choose the destination country.
Step 2 Choose the bachelor's degree level.
Step 3 Search using the English major title used by the university.
Step 4 Use the Distinguished University or Distinguished Programme filter as appropriate.
Step 5 Open the result and read the notes instead of stopping at the university name.
Step 6 Confirm the campus or branch, degree title, mode of study and any programme restriction.
Step 7 If the major is not shown, check universities listed for All Majors and obtain Cultural Office confirmation before applying or paying a non-refundable fee.
Distinguished University Distinguished Programme and All Majors
A Distinguished University label does not automatically approve every programme or branch. The decision may cover selected fields or degree levels. A Distinguished Programme label applies to a specific programme at a particular university. All Majors is broader, but you must still read the notes and check the degree and campus.
Campus branch and full programme title
A university may use the same name across several cities or countries while an official decision covers only one campus. A programme may also resemble an approved major but combine two fields or be delivered by a different school. Match the complete admission title to the official result rather than relying on a short translation.
Accepted study mode
The official platform requires traditional study with regular weekly attendance. Do not rely on an online, evening, continuing education or non-full-time programme even when the university is recommended. The programme must also have completed its normal degree cycle and graduated its first cohort.
Important note for UK programmes
UK subjects are organised using codes such as HECoS, CAH and JACS. When a programme name is unclear in the search platform, ask the university for its official subject code, identify the correct field and confirm it with the Kuwait Cultural Office in London.
Lists can change
The National Bureau states that lists are updated when needed. An X mark means a programme is no longer included. Check the current result before sending the university application and check again before certifying the admission and filing the scholarship application.
My university appears but my major does not
Search the English programme title and the All Majors option, then read the notes. If the result remains unclear, obtain Cultural Office confirmation rather than assuming eligibility.
The same university appears but my campus is different
Do not treat it as automatically covered. The campus or branch must match the decision and the certified admission.
Can I pay a seat deposit before checking
Read the refund policy first. Confirm the official list and Cultural Office position before paying a non-refundable amount.
How to obtain final university admission
University requirements are separate from scholarship rules Each university sets its own programme requirements. It may ask for higher grades, prerequisite subjects, English, an admission test, interview or portfolio. Your target is not simply an offer letter but final academic admission that matches the official lists and can be certified by the Cultural Office.
What universities commonly request
· The secondary school certificate and transcripts, or predicted results if final results are not yet available.
· Prerequisite subjects such as mathematics and sciences for engineering or medicine.
· Proof of English at the test type and score required by the university.
· A personal statement or written responses explaining your interest and preparation.
· A reference from a school or teacher, especially in US and UK applications.
· An admission test or interview for some medical or competitive programmes.
· A portfolio for design, art and some architecture programmes.
These requirements are common but not universal. Read the programme page on the university's own website because the higher university requirement must be met before final admission can be issued.
Conditional and final admission
A Conditional Offer means the university has assessed the application but one or more conditions remain, such as final school results, IELTS, a prerequisite or a missing document. Final or Unconditional Admission means the academic conditions have been satisfied. The Merit Scholarship guide requires final academic admission certified by the relevant Cultural Office.
To convert a conditional offer, read every condition and submit the required result or document to the university. After it confirms that the conditions are met, request an updated letter showing your name, university and campus, major, degree, start date and final admission status.
IELTS and TOEFL
The Ministry minimum is IELTS Academic 5.5 overall and 5.5 in every skill, or TOEFL 47 or above. If the university requires 6.0, 6.5 or a higher component score, you must meet the university requirement because it is higher.
For the United Kingdom, the university may require IELTS Academic UKVI, so check before booking. The Ministry guide specifically names IELTS and TOEFL. A test accepted by a university is not automatically accepted for the scholarship.
The normal rule is to take the test at a Ministry-approved centre in Kuwait. A student who completed secondary school overseas may use a result taken in the same country when the centre is approved by the Cultural Office or Kuwait Embassy.
Applications differ by destination
Most UK undergraduate applications go through UCAS, while each university sets its academic, subject, English, testing and interview requirements. US requirements vary widely and commonly include transcripts, tests, recommendations and an essay. In Australia, students can apply directly to the education provider and receive a Letter of Offer after assessment. In New Zealand, students choose a course and apply to the education provider for an offer or Offer of Place under its conditions.
Foundation language and pathway offers
A language institute offer, standalone Foundation place or pathway provider offer is not automatically the final academic bachelor's admission required for the scholarship. If an offer contains a preparatory stage, ask the Cultural Office to confirm that the pathway, university and progression into the bachelor's degree are acceptable.
Before requesting Cultural Office certification
· Check that your name matches your passport.
· Confirm that the degree is a bachelor's degree and the full major title matches the official result.
· Check the campus, country, start date and programme duration.
· Confirm that every academic and English condition has been cleared and the letter is final.
· Submit the admission to the Cultural Office responsible for the destination and follow its certification procedure.
Does IELTS 5.5 guarantee university admission
No. It is the Ministry minimum, and the university can require a higher score.
Can I apply for the scholarship with a Conditional Offer
No. The required document is final academic admission certified by the Cultural Office.
Is a language or Foundation offer enough
Not by itself. The requirement is final bachelor's admission, and a preparatory stage needs official Cultural Office confirmation.
Can a university require a test other than Kuwait's aptitude test
Yes. A programme may require its own admission test, interview or portfolio. This is a university requirement rather than a general scholarship test.
Documents and online scholarship application
Submit a complete and accurate file the first time After final admission is issued and certified, prepare clear copies and enter the Ministry's registration system using Kuwait Mobile ID authentication. The Ministry warns that applications missing required data or documents will be excluded.
Required documents
· The final certified secondary transcript showing an uninterrupted record for every year of secondary school.
· A Ministry of Education equivalency letter for foreign school graduates inside or outside Kuwait.
· Final academic admission certified by the Cultural Office responsible for the destination country.
· A copy of the student's Civil ID.
· A copy of the Civil ID of the parent or guardian who will approve the financial and academic undertaking through Sahel.
· A copy of the student's passport data page.
· The original approved IELTS or TOEFL result.
Online registration steps
Step 1 Open the Ministry of Higher Education online registration system.
Step 2 Create an account if needed and enter using the Civil ID.
Step 3 Approve the authentication request in Kuwait Mobile ID.
Step 4 Choose the Merit Scholarship Programme for 2026 2027.
Step 5: Enter details exactly as shown on the Civil ID, passport, certificate and admission letter.
Step 6: Upload each complete and readable document in the correct field.
Step 7 Check the university, major, degree, campus and start date before submission.
Step 8: Submit the application, keep the application number or confirmation, and monitor the status and official messages.
Student and parent responsibilities
The student is responsible for application data, email, phone number, university conditions, admission and certification. The parent should review the file, prepare their Civil ID, monitor messages and approve the financial and academic undertaking through Sahel after scholarship acceptance. Both should keep one organised copy of every uploaded file.
Is applying on the first day an advantage
The Ministry states that acceptance is not based on registration order. It depends on meeting the conditions, entering correct data and uploading complete documents. Still, do not delay university, English and certification work because you need final admission before registration closes on 24 February 2027.
Final review before submission
· Your percentage, age and graduation year meet the rules.
· The university, major, degree and campus appear on the current official lists.
· The admission is final and certified, not a conditional or language-only offer.
· Your English result meets both the Ministry minimum and the higher university requirement.
· The equivalency is ready for a private or foreign certificate.
· Civil ID and passport are valid and the name is consistent across documents.
· Every file is complete, readable and uploaded to the correct field.
Can I submit now and add a missing document later
Do not rely on that. The guide warns that incomplete applications will be excluded, so submit after the required documents are complete.
What should I do if the major was entered incorrectly
Correct it before submission. If the request has already been submitted, contact official support immediately rather than opening a second application on your own.
After submission and before the scholarship starts
Monitor the result and do not miss the 60-day deadline Submitting an application does not mean the scholarship has been issued. The Ministry reviews the data, documents and admission. After the result, the student and parent complete further steps through Sahel and the online system.
After scholarship acceptance
The Ministry sends the student's medical examination form and the financial and academic undertaking for the student and parent through Sahel for electronic approval. Required documents are uploaded online without visiting the Ministry unless another instruction is issued.
The scholarship is cancelled if the student and parent do not approve the financial and academic undertaking within 60 days of the scholarship result. Both should have an active Sahel account and correct contact details.
When the scholarship begins
The student is sponsored from the semester or academic year in which every required document is completed, according to the university's system. Sponsorship cannot be backdated to an earlier semester or year. If you begin as a self-funded student, do not assume that earlier expenses will be covered.
University admission is not scholarship acceptance
A university may admit you because you meet its programme requirements, while the Ministry must still verify nationality, age, percentage, graduation year, English, equivalency, official listings, certification and the remaining rules. In the other direction, you cannot complete the scholarship file without suitable final university admission.
Mistakes that can delay the file
· Choosing a distinguished university but an unlisted major, degree or campus.
· Uploading a Conditional Offer instead of final admission.
· Meeting the Ministry English minimum while missing a higher university requirement.
· Submitting a transcript without the full secondary school sequence.
· Missing the foreign-certificate equivalency or uploading an unclear copy.
· Using different name spellings or shortening the major differently from the admission letter.
· Failing to monitor Sahel or missing the 60-day deadline after the result.
Questions before deciding
Does 90 or 95 percent guarantee the scholarship
No. The percentage is an eligibility condition. Final admission
Does university admission guarantee the scholarship
No. The university makes separate decisions.
Can I apply to more than one university?
Yes. This reduces the risk of waiting for one institution. Use a final offer whose details have been officially checked for the scholarship application.
Can I change the university or major after acceptance
Do not change it independently. A change requires official review and approval and may affect Merit Scholarship eligibility.
Can I hold this scholarship and another grant?
No. The guide prevents combining the scholarship with another study grant at the same time.
I started as a self-funded student will earlier months be reimbursed
No. The guide states that sponsorship begins in the semester or year when the documents are completed and is not backdated.
What is the parent's most important task
Review the file, monitor messages and approve the financial and academic undertaking through Sahel within the deadline.
When should I confirm travel and accommodation
After the scholarship decision and the official visa and departure instructions. University admission alone is not approval to travel as a sponsored student.
Your journey with Acceptix from university choice to travel
Acceptix support does not stop when the university application is submitted. We organise each university-admission step with the student and parent so the choice is suitable and the file is clear and ready before the official scholarship application.
Before applying to a university
· We provide a free academic consultation to understand the student's percentage, school system, subjects and suitable majors.
· We check the university, programme, campus and degree against the current official lists before a choice is confirmed.
· We build a shortlist that fits the student's percentage, interests, preferred destination and intended intake.
· We explain the difference between Ministry and university requirements, so the student knows early if a higher IELTS score, interview, admission test or portfolio is needed.
During application and follow-up
· We prepare and submit suitable university applications free of charge.
· We review the secondary certificate, transcript, passport, references, personal statement and any additional document before submission.
· We follow the application with the university and help answer requests for further documents or information.
· We track Conditional Offer requirements, such as final school results, English or an interview, until the student can request final admission.
· We review the final admission letter and check the name, university, campus, major, degree and start date before certification.
After admission is issued
· We organise the admission and supporting documents for certification and the official scholarship file, and explain the steps the student must complete personally in Ministry systems.
· We help prepare destination-specific visa documents, such as a CAS for the UK, I-20 for the US, CoE for Australia or Offer of Place for New Zealand.
· We help the student choose accommodation, arrange airport pickup and prepare before departure.
· We follow up after arrival with university, accommodation and Cultural Office steps when needed.
Acceptix prepares the university admission and supporting file and follows the student's progress, but it cannot guarantee university admission or the scholarship decision. The university issues admission, the Ministry of Higher Education makes the scholarship decision, and the student and parent submit the official application and approve declarations through the official systems.
If your percentage is 90 or above and you are considering the Merit Scholarship, start university admission early. An early start gives you more time to compare choices, meet English or interview conditions and secure final admission before places fill and registration closes.
